This is an advance preview from New Perspectives on China’s Relations with the World: National, Transnational and International (forthcoming 2019).
Since Joshua Kurlantzick (2007, 6) coined the term ‘charm offensive’ in 2007, the term has stuck in the study of International Relations to refer to China’s use of soft power to improve its global status and image. While the idea of China charming the world with its economic and cultural prowess has not changed too much over the past decade, the ways Beijing has adopted to charm other states have diversified since. In conjunction with such developments, in recent years, the term ‘public diplomacy’ has come to replace charm offensive as China’s latest efforts to improve its status and image through soft means.
Noting China’s recent turn towards public diplomacy, this chapter seeks to address the topic in three sections. Part one examines the idea of public..

Syrian refugees’ repatriation a slow, long-term process
Western governments and rights groups say it is premature to encourage the refugees’ return.

BEIRUT - Even as Russia pushes to repatriate Syrians who fled their country during the civil war and the UN Refugee Agency (UNHCR) forecast that 250,000 could return to Syria in 2019, many are unwilling to go back, citing safety concerns and uncertainties shrouding Syria’s future.
Only a trickle of the estimated 6 million refugees, mostly hosted in neighbouring Lebanon, Jordan and Turkey, have been repatriated since violence subsided and the Russians began their initiative to facilitate their return in July.
Eager to show a normalising situation in Syria, Russia stepped up efforts to encourage the refugees’ return arguing that the fighting is over and terrorism has been largely stamped out.

Depok, West Java (ANTARA News) - The Indonesian government is expected to conduct humanitarian diplomacy in an active, free political context towards China in order to be open and provide correct information regarding the Uighur Muslim case and its peaceful resolution.
This was revealed by Farouk Abdullah Alwyni, chairman of the Bureau of Foreign Services and Public Diplomacy [JB emphasis] of the Prosperous Justice Party (PKS), in his written statement on Saturday.
Alwyni said Indonesia can be assertive and play an active role in helping Uighur Muslims in China to solve the problem of human rights violations that has befallen them.
According to Alwyni, Indonesia is a country, with the largest Muslim-majority population in the world, that must appear to fight for justice and world peace.

The Senate Intelligence Committee recently released two independent reports on Russian attempts to influence the 2016 presidential election in the United States. The reports accuse the Russian government of conducting a disinformation campaign designed "to help elect President Trump, and worked even harder to support him while in office."

Secretary Pompeo should note from the December issue of The Foreign Service Journal [JB -- see] that the largest employee group within the cabinet Department for which he is responsible is our more than 55,000-strong corps of Foreign Service National Employees. If he reads that December issue of the FSJ he will also learn that this key group of State employees provides the continuity and collective memory of our missions abroad and in many ways the backbone of our foreign policy mechanism around the world.

I grew up in New London, Connecticut, watching many a military ship float by my window. New London was home to the Coast Guard Academy and sat across the river from a U.S. Navy submarine base. Uniformed guardsmen, sailors in training, and sub crews leaving port would regularly wave to my friends and me from the decks of their ships. It never occurred to me that, 50 years later, such ships would come to my attention again, this time because of the confusing messages they’re sending overseas, a reflection of the conflicting images embedded in Washington’s latest version of diplomacy and foreign policy.
