In The New Naval Arms Race, A Scruffy U.S. Fleet Gives Rivals An Opportunity...
Craig Hooper, Forbes, Mar 14, 2019
image (not from article) fromExcerpt:
America’s maritime rivals are inexorably making ceremonial appearances another basis for great power competition. Not only must stressed U.S. ships take the time to show up, they must also show up looking good, managing media coverage and wholeheartedly engaging in the subtle rough and tumble of public diplomacy [JB emphasis]. The stakes are high, and rivals are ready to use anything down to an ill-placed rust streak to diminish the wider public standing of America’s tough grey diplomats. Competitors know that a Navy’s public image and reputation are critical enablers of maritime dominance. But today, for the U.S. Navy, looking good takes too much time, sailors and money away from seemingly more important warfighting-oriented priorities.
Economic diplomacy: trade and traps in ASEAN
Greg Earl, lowyinstitute.org
Middle aged spreadSoutheast Asian countries are about to become the primary focus of Australia’s public diplomacy [JB emphasis] this year as the “Australia now” program stretches its budget from the usual single country approach to all ten countries of the ASEAN group. This stepped-up focus on Australia’s closest Asian neighbours comes amid a growing debate about how these countries are negotiating their transition through middle-income status – or otherwise avoiding the so-called middle-income trap. For example, Indonesia’s finance minister Sri Mulyani Indrawati told a cabinet meeting this month that she was working on a plan to guide Indonesia’s development along this middle income path. And this Raymond Mallon article provides a good insight into Vietnam’s similar challenges. But the recent independent review of the development cooperation program by Richard Moore has placed these moves in a new context by questioning how Australia’s aid is positioned to de..

Nearly 75 years ago, an American president was eyeing a grand project along our southern border, not to divide the United States and Mexico but to bring the two nations together. On June 12, 1944, a week after D-Day, President Franklin Roosevelt signed legislation establishing Big Bend National Park, almost a million acres along the Rio Grande in West Texas.
He followed up with a grand challenge to President Manuel Ávila Camacho of Mexico: “I do not believe that this undertaking in the Big Bend will be complete until the entire park area in this region on both sides of the Rio Grande forms one great interna..

Reframing the State/Non State Issue in Public Diplomacy Research

There’s a new article in International Studies Perspectives by ... Kadir Jun Ayhan [JB see] on delineating the boundaries of public diplomacy [JB emphasis] and a blog post summarizing his argument. In teaching students want definitions and so Ayhan draws on his teaching experience to distill a definition of public diplomacy from those offered by several well known discussions of the topic. A particular issue that bothered Ayhan’s students is the extent to which non-state actors can be said to do public diplomacy and in his definition he comes firmly (and I think correctly) down on the statist side of the issue.
In reading Ayhan’s post I was struck by the importance attached to the state/non-state issue in the literature. From working on the history of public diplomacies I think that the importance attached to it is misplaced. It comes from the history of International Relations Theory. All the varieties o..

What can diplomacy do to counter cyberattacks, misinformation, data theft and other societal ailments of the digital age?
Cyberdiplomacy, Managing Security and Governance Online, a new book by British Senior Visiting Fellow of the Netherlands Institute of International Relations (“Clingendael”) Shaun Riordan, argues that traditional diplomatic approaches can be integrated with new technologies to address these challenges."Cyberspace, he argues, is too important to leave to technicians," writes publisher Polity. "Using the vital tools offered by cyberdiplomacy, we can reduce the escalation and proliferation of cyberconflicts by proactively promoting negotiation and collaboration online."Read more about Cyberdiplomacy here.

S.Korea to seek talks with DPRK to facilitate DPRK-U.S. dialogue

SEOUL, March 12 (Xinhua) -- South Korea's unification ministry in charge of inter-Korean relations said Tuesday that it will seek talks with the Democratic People's Republic of Korea (DPRK) to facilitate dialogue between the DPRK and the United States.
The ministry said in its 2019 work plan, submitted to the presidential Blue House, that it will push for inter-Korean talks, through which Seoul can help facilitate the dialogue between Pyongyang and Washington.
It noted that South Korea will intensify the virtuous cycle of improved inter-Korean relations leading to progress in the Korean Peninsula's denuclearization.
The work plan came as the second DPRK-U.S. summit in the Vietnamese capital of Hanoi ended without agreement.
Following the Hanoi summit, South Korean President Moon Jae-in said the continued talks between the DPRK and the United States would be the most important, indicating his willingness to find a ..
